The subject is "you," i.e. the ship, the verb "fusti," to be supplied from the conext, so also the verb "es" to be supplied with "desiderium" in the next clause. In this context, "sollicitum" could be translated "anxious": the speaker is worried that the ship may sail in the condition described.
