There is a misprint; the word is "quoquo," the dat. of "quisquis,, quicquid," "whosoever, whatsoever, here with the gen., a partitive gen., I think. L. & S. s.v. "quisquis": Quisquis, and esp. freq., quicquid, with gen.: “deorum quisquis amicior Afris,” Hor. C. 2, 1, 25: “at o deorum quicquid in caelo regit,” all ye gods who, id.
