Should be "si" instead of "se"; cf. The Latin Library or the Oxford text; the translation, I think, is "if the princeps should draw <them> to the same place/thing," i.e., the enjoyment of pleasures; the subj. is virtual o. o. expressing the thought/attitude of the "vulgus."
