'is .....' : the speech of Cipus is confusing: he is talking in the 3rd person, referring to himself, what his audience doesnot understand; he has (ofcourse) knowledge of the coming king, as he proclaims to his audience (: is, qui sit, signo); and also the augur knows, who the coming king is. - I had to read this passage several times to unpuzzle it.
