"plerumque...edidisset," Tiberius often said he had passed onto (edidisset) the consuls (without comment) candidates who had declared their candidacy to him and others could, if they believed in themselves ("gratiae aut meritis confiderent") submit their names as candidates. Tacitus' final sentence (sententia) of Book I makes clear he does not believe there were competitive elections for consul under Tiberius.
