quo minus...exercerent: a clause of prevention, following a verb of hindering or preventing, introduced by "quo minus" with its verb in the subjunctive; such clauses can also be introduced by "ne" and by "quin when the main verb is negative; they are best translated by the English gerund: hinder/prevent x from doing y. Here, e.g. "honors/offices achieved did not prevent anyone from employing the art/skill/craft of a Greek or Latin actor"
