Furneaux has an informative note about the participle of the verb "exerceo": "this participle which in earlier classic usage = 'harassed,' is used by Tacitus in the sense of ' exercitatus,' 'practised.'" Context, of course, will distinguish this participle from the noun; cf. below, "lustratum...exercitum."
