"Quin" can function as an adverb and as a conjunction, here as an adverb, "indeed, in fact." As an adverb it can take the indicative and the subjunctive. With the indicative it has the force of a command. "Quin fugis dum tuta via est?" "Why do you not flee while the road is safe?" With the subj., it often introduces a deliberative question. "Quin redeamus?" "Why should we not return?" "Quin ego hoc rogem?" "Why should I not ask that?"
