Speaker is a Greek freedman. "laecasin" is a transliteration of the Greek infinitive of λαικάζω. Can mean "to deceive" (L&S) but in common speech (as here) means "to f**k off" (also in L&S). The sense is "when I get pissed, I tell the cold to go and f*** itself"
