Tricky construction. I think "textis" is abl of means and "hibernaculis" must be supplied from the prior sentence: harudine [hibernaculis] textis: the Numidians in particular were inhabiting/dwelling "in/by means of" winter quarters (hibernaculis) woven (textis) from/of weed (harundine).
