Dat. of agent with a gerundive, "adpetendus," referring to the subject of the clause, Scipio, "I seemed/was seen as having to be sought by you." The reason for the subjunctive, 'visus sim," isn't clear to me, perhpaps by attraction to "gloriatus fuerim," which, I think, is translated as a potential, "I should take pride."
