According to the 1939 commentary on Livy Book 30 by Butler and Scullard, "qui" should be "quorum"; the "logical construction" (their words) of this very difficult clause would then be "quorum civitates, quodcumque egerimus, ratum habiturae sunt." The translation is then "the states of whom (Rome and Carthage), whatever we do (lit. shall have done), are going to hold (periphrastic future, "habiturae sunt") valid ("ratum")." The commentary does not provide much help with the Latin; it's mostly historical, adopting a now outdated, negative opinion of Carthaginian society and culture.
