It's not in contrast to "cultu atque humanitate." Caesar is listing the reasons why the Belgians are the strongest among the Gauls. He writes, "Of all these [Horum omnium] the strongest are the Belgians [fortissimi sunt Belgae], because [propterea quod] they are the furthest away from the culture and civilization of our province [a cultu atque humanitate provincae longissime absunt], and the merchants often travel least of all to them [minimeque ad eos mercatores saepe commeant] and import those things which pertain to effiminating the mind [atque ea quae ad effeminandos animos pertinent important]..." In other words, he is saying that merchants import stuff that effeminates the mind--stuff that one can find in the Roman provinces--, but because merchants don't often travel to the Belgians, the latter aren't made effeminate. He is both admiring the strength of the Belgians and criticizing Rome and all her provinces for being weaklings and sissies.
