quarta et duodecima legionibus...translatis: an abl. abs. embracing a relative clause which includes two additional abl. absolutes (phew!). The fourth and twelfth legions were transferred to Syria, since (actually "quae"--fem. nom pl.) "with also the bravest man lost (the centurion who defended the tower in c. 1) and the rest terrified, they were unfit for the campaign."
